Lack of visibility gives rise to a risk of being hit by a vehicle because of bad perceptibility, both during the day and at night. High-visibility clothing is covered by standard EN 471. Directive 89/686/CEE art. 2.13. Appropriate PPE clothing for visual perceptibility of the user: "PPE clothing, for foreseeable conditions of use in which it is necessary to individually and visually identify the presence of a wearer, must incorporate one or more appropriately-positioned systems or means, that emit visible direct or reflected light, with appropriate light intensity and photometric and colourimetric properties."
